Wild Football League Constitution
The Wild Football League is a head-to-head, internet-based football strategy league using 2007 Action PC football. We are a progressive draft league, currently using players from the 2006 NFL season.
2.1 Each team must consist of 50 players
2.2 Rosters must be legal when you take your final pick in the draft and before you start each game. A legal roster consists of:
QB-2 RB-4 WR-4 TE-2 OT-3 OG-3 C-2
DE-3 DT-3 ILB-2 OLB-3 CB-5 S-3
FG Kicker with at least 16 attempts
Punter with at least 40 punts
Kickoff returner with at least 20 returns OR average of 19.9 or less and 0 TDs.
Punt returner with at least 20 returns OR average of 9.9 or less and 0 TDs.
2.3 Holders, long snappers, and special teams gunners are also valuable to have, but are not required.
2.4 Players can play out of position The game will diminish their skills accordingly.
2.5 After each season, after the next years season disk is released, each owner will be required to cut his roster down to no more than 35 players. If the team is not cut down by the deadline, the Tri-Commissioners will make the cuts.
3.1 Free Agent Pickups You may submit first-come, first served requests to tarc70@yahoo.com for free agent pickups. The deadline for free agent pickups is 7pm central on the Thursday before the gameplay deadline. You must also designate a player to drop, as well as the player you wish to sign. Free agent pickups will not occur, except in injury situations. In this case, you MUST drop the injured player. In addition, any player picked up (due to a 2-for-1 trade or an injury) will be put back into the free agent pool at the end of the season. Dropped players will always remain in the free agent pool.
3.2 Trades Trades must submitted to tarc70@yahoo.com by the free agent deadline. The Tri-Commissioners may veto any trade which they feel jeopardizes the fair balance of the WFL. Coaches may override the veto by obtaining a two-thirds vote in his favor by the other league members within 1 week of the veto.
3.3 Trading of draft picks is acceptable, but only for one year in advance. You also trade these picks at your own risk, since there is no guarantee of the owner participating in the league that year.
3.4 Transactions (trades, drops, signings) will be effective the week after they occur.
3.5 Trades will be prohibited from Week 9 April 1. This means all trades must be reported before 7pm central on the Thursday before the Week 8 gameplay deadline.
4.1 The WFL will have two conferences, the Grant Conference and the Burns Conference.
4.2 The Grant Conference will consist of 2, 5-team divisions, the Foreman Division and the Tarkenton Division
4.3 The Burns Conference will consist of 2, 5-team divisions, the Krause Division and the Marshall Division
5.1 Draft Order - The draft order is generally based on each team's regular season record, as follows:
5.2 Draft Progression - The draft will NOT be serpentine.
5.3 Available players Owners will choose from all players available in the 2006 Action PC team disk. A draft list will be distributed prior to the draft. Only "uncarded" players that were on a WFL in the prior year will be available.
5.4 Number of Rounds - The draft will continue for 15 rounds, or until all teams have 50 players on their rosters.
5.5 Draft location - The draft will take place on the WFL Interactive site.
5.6 Draft forum - The draft will continue 24 hours a day, seven days a week on the draft site. Each owner has a 3-hour period to make a selection. If he misses his turn, he will be skipped, and will be able to make his pick at any time. However, other owners can then pick in front of him. If an owner knows he will not have access to the forum for a period of time, he may submit an ordered list on the draft site.
5.7 Draft Session As needed, all owners will agree to be online in the chat room (location to be determined) at the same time for a two-hour draft session. If an owner cannot be online at the time that is agreed upon, he can submit an ordered "wish list" to the Tri-Commissioners. If he fails to be online or submit an ordered list, all picks during that session will be selected by the Tri-Commissioners. During the draft session, a 4-minute time limit will be strictly enforced.
6.1 A 16-game schedule will be followed.
6.2 The schedule will consist of 8 ( 4 home, 4 away) divisional games, 5 non-divisional, conference games), and 3 non-conference games.
6.3 There will be no bye weeks
6.4 One game will be scheduled during each calendar week, except in situations decided by the Tri-Commissioners (usually holidays)
7.1 The season and game fatigue components of the Action PC game will be used. The season fatigue levels will be: Mild 110%, Moderate 120%, and Major 140%. Game fatigue will be set to: Mild 10%, Moderate 20%, and Major 30%.
7.2 Quarterback game fatigue will not be used. This is because most backup QBs get their whole seasons worth of attempts in one or two games. If game fatigue were on, a QB with 60 attempts would be tired after 6 attempts. Season fatigue will still apply to QBs.
7.3 Special teams fatigue will be used.
7.4 Season fatigue will be adjust during the playoffs: Mild 130%, Moderate 140%, Major 150%.
8.1 The owner of home team will be responsible for contacting his opponent to set up a time to play the game, for hosting the game, and for sending the post game file to brian@wavelengthinteractive.com.
8.2 The play clock is not required, but can be used if both coaches agree to it.
8.3 If a coach does not show up for a game by 15 minutes after the agreed-upon game time, the coach that was on time can play against the computer manager.
8.4 If a coach knows he will not be able to play his game a certain week, he should let the other owner know, and the other owner can play his game against the computer manager.
8.5 If a coach never receives a response from his opponent about setting up a game, he can provide proof of the other coachs unresponse, and play his game against the computer manager.
8.6 If neither coach can find a good time to play the game, the Tri-Commissioners will set up the game to be autoplayed on both sides. This will also happen if the Tri-Commissioners do not receive a post game file by the gameplay deadline.
8.7 The gameplay deadline will generally be 11:59pm Central on Fridays, but the deadline may be set differently at the discretion of the Tri-Commissioners.
8.8 Please use common sense and discretion when playing against computer opponents. Do not run up the score or ridiculous records, just because the computer coach is not as competent as a human coach.
8.9 Please do everything in your power to keep games within 1-2 hours.
9.1 Eight teams will make the playoffs 4 division winners, and two wildcard teams from each conference.
9.2 Those eight teams will be seeded 1-4 in each conference, with the division winners automatically receiving 1-2. We will apply the NFL tiebreaking procedures to determine playoff seeding.
9.3 Round one - #4 will play at #1 and #3 at #2, in each conference
9.4 Round two the remaining teams in each conference will play each other to determine conference champions.
9.5 Wild Bowl The lower seeded conference champion will play at the higher seed. The game will be played at a neutral, warm weather site, with home field advantage turned off.
9.6 Wild Bowl Championship trophy A trophy will be designed, purchased, and mailed to the new WFL champion by the Tri-Commissioners. Costs will be reimbursed by the league fund.
10.1 League dues will be $10 per year. These dues must be paid before the draft. Dues can be paid by PayPal to
bcflorip@yahoo.com, or email Brian at brian@wavelengthinteractive.com and he will send you his address.10.2 If dues are not paid before the beginning of the Week 1 game period, the owner will be expelled from the league, and a new owner will be recruited, or a CPU manager will be assigned.
10.3 League dues will go towards Web site hosting, Web site maintenance, and trophy expenses.
11. POWERS OF THE TRI-COMMISSIONER
11.1 The Tri-Commissioners will consist of Brian, Phil, and Dustin, until the time that one or more of them step down. At that time, the remaining commissioner(s) will determine new commissioner(s).
11.2 The reason for a Tri-Commissioner panel is that more than one viewpoint will be represented on all decisions, and there will never be a tie. All decisions will be 2-1 or 3-0.
11.3 Resolution of Conflicts The Tri-Commissioners will resolve any conflicts that they determine to not be practical for a league vote. Any ruling by the Tri-Commissioners can be overturned by a league-wide veto of at least 14 votes within 2 weeks of the Tri-Commissioners decision.
11.4 Veto of Trades The Tri-Commissioners may veto any trade or player acquisition which does not follow league rules, or is in their opinion deemed harmful to the league.
11.5 League Management -- The Tri-Commissioners shall manage league affairs such as finances & dues, the draft, schedules, newsletters & stat reports, expansion, administration of rules and the general operation of the WFL. The Tri-Commissioners may delegate any of these duties to volunteer league members.
11.6 Dismissal of Members The Tri-Commissioners may dismiss any league member for not following league rules, not paying dues on time, excessive lateness, or for operating in a manner not in the leagues best interest.
11.7 Protests The coaches may protest any game that resulted in a loss that may have been reasonably due to the home coachs failure to follow written instructions or line-ups for that game. Failure to follow league rules or use of an illegal player are admissible grounds also. A written report must be sent to both the accused coach and the Tri-Commissioners (who will serve as arbiter) within two weeks of receiving game results. He must list his reasons supporting his protest. The accused coach then has one week to respond. He must do so in writing to both the
Tri-Commissioners and opposing coach. The arbiter will then render his decision, which is final. The arbiter will uphold the protest only if in his opinion the decisions made by the defendant might have reasonably affected the outcome of the game. Any upheld protested games must be made up before the playoffs begin. Any protests involving a commissioner will be arbitrated by a mutually-agreed upon league member.11.8 Rule Changes The rules may change from year to year. Written proposals can be submitted to the Tri-Commissioners at any time, and during the off-season the Tri-Commissioners will vote on a ll proposed rule changes.
12.1 Were all adults, so this shouldnt have to be discussed too much. Please use common sense in communications regarding the league. Good natured ribbing is okay (and encouraged). But personal attacks and foul language will not be tolerated.
13.1 Penalty ratings will be set to a neutral 3 for all teams.
13.2 Home-field advantage will be based on the stadium that the game is played in.
13.3 Stadiums An owner can change his stadium in the offseason on a first-come, first-served basis.
